The hitch would include installation instructions for the hitch only. Your Rio would need a taillight converter, that would be hardwired into the vehicles taillight circuits. From what I could find in an online manual for your vehicle the front wheels must be off of the ground in order to tow it so you'd be forced to either dolly tow or tow your vehicle on a trailer. If you want to dolly tow then I recommend the Demco Kar Kaddy X Tow Dolly # DM9713093.

Your 2006 Kia Rio5 takes a specially designed catalytic converter, # MF49999. It comes right off of the headers on the motor instead of being part of the exhaust system under the vehicle. A universal fit converter is not available due to the unique design.

I took a look at an online copy of an owner's manual for a 2008 Kia Rio 5 and it does not mention recreational towing but does say the vehicle needs to be towed with its front wheels on a dolly and rear wheels on the ground.

I have confirmed with my contacts at Magnaflow, and you need a MagnaFlow Stainless Steel Direct-Fit Catalytic Converter, part # MF49999. This catalytic converter is designed to work specifically on the 2007 Kia Rio 5. It is considered a OEM replacement part and will use the existing factory hanger locations and flanges.
